POSITION OVERVIEW

The ARPA for the Arts Lead (AA Lead) is a newly created position that is responsible for the central coordination and project management of all American Rescue Plan ACT (ARPA) grant funding that is received by the Regional Arts Commission of St. Louis (RAC) to support the recovery of the St. Louis arts and culture sector. This role will manage all contracts related to the ARPA funds. The AA Lead will also partner with internal team members and eternal stakeholders to ensure compliance with federal, state, and institutional policies for the entire ARPA grant period. The AA Lead will manage all financial and legal policies and procedures and embrace the Code of Conduct and Ethics policies in alignment with RAC and CDA policies.

This position also will manage the creation and implementation of communications, applications, review and payment processes for all of RAC's ARPA grant awards. The AA Lead is responsible for reviewing, negotiating, and managing all third-party contracts and vendors related to the administration of ARPA funds. This role will also be responsible ensuring the proper compliance documentation is completed and submitted on time to the necessary municipal and federal entities. As a full-time employee of RAC, this position will include a comprehensive benefits package and is funded through March 31, 2027, using ARPA dollars allocated by the City of St. Louis to RAC.

The essential responsibilities of the for this position are as follows:

• Develop in-depth understanding and knowledge of all contract deliverables to ensure compliance with local and federal requirements.
• Work collaboratively across RAC's organizational functions: Communications, Finance, Legal, Grants and other departments to ensure coordination between departments.
• Prepare and submit all required financial ARPA compliance reports and audit documentation for internal and external stakeholders.
• Ensure accurate data collection and reporting for all grants, including both programmatic data and financial data for each awarded grant.
• Write reports for applicable compliance deliverables and regulatory requirements of internal and external stakeholders.
• Review and approve grant applications as necessary and complete necessary follow-up for grant payments and final reports.
• Creates and maintains systems for communicating grant deliverables, policies and procedures, regulatory requirements to ensure RAC compliance with City ordinance and CDA contract.
• Responsible for programming and staffing RAC's ARPA for the Arts office that is available to artists and arts organization for grants technical assistance.
• Recruit and manage ARPA for the Arts team members to ensure the successful completion of the community outreach and technical assistance deliverables.
• Write and create various communications for RAC's ARPA grantmaking activities this includes but is not limited to email communications, special events, webinars, etc.
• Serve as a Community Ambassador by attending events and community meetings to promote ARPA for the Arts.
• Partners with President & CEO and External Affairs Senior Manager to maintain routine communication with municipal elected officials to ensure timely communication and active monitoring of grant compliance obligations.

EXPERIENCE AND EDUCATION:

• Bachelor's degree or equivalent experience required; Master's degree preferred
• 5+ years managing employees and/or contractors required
• Experience managing special events and meetings required
• Experience with the grantmaking life cycle and use of online grantmaking platforms a plus
• Knowledge of St. Louis area elected officials and government relations a plus

• Ability to make decisions and work independently

• Strong self-motivation with the ability to plan, organize, prioritize multiple projects
• Strong time-management skills with the ability to manage and prioritize multiple projects to meet deadlines and budgets
• Ability to handle confidential information with a high level of discretion
• Proficient with Microsoft Office (Outlook, Word, Excel, PowerPoint)

Salary Range

Salary range for this position is $58,000 - $67,000.
